In the United Arab Emirates, the key requirement for an ordinary personal bank account is a UAE residence visa plus an Emirates ID card. Once you have both, most banks will open an account through their app or at a branch within a day or a few days, using your passport, Emirates ID and a salary certificate from your employer. Visitors on a tourist visa can only choose from a few short-term accounts with limited features. The UAE has no personal income tax, but minimum balances and maintenance fees differ by bank and by account. Typical thresholds are AED 3,000 to AED 5,000, so read the account’s Key Facts Statement (KFS) before you sign anything.

There are three main ways to send money home to China: a bank wire from a local bank, a licensed exchange house such as Al Ansari Exchange, or a regulated fintech app. The dirham is pegged to the US dollar, so it moves less than most currencies, but spreads and fees vary a lot between channels, so compare them before a large transfer. Money moving the other way, from China to the UAE, falls under the annual foreign-currency purchase facilitation quota of USD 50,000 per person set by China’s State Administration of Foreign Exchange (SAFE). And if you carry more than AED 60,000 in cash or valuables into or out of the UAE, you must declare it in advance.

Requirements: residence visa and Emirates ID first

Under the Central Bank of the UAE (CBUAE) framework, an ordinary personal account requires a valid residence visa. Banks such as Emirates Islamic state this on their websites as a regulatory requirement. So the usual order is: get your work visa or other residence permit, do the medical test and biometrics, then apply for the Emirates ID. Our UAE visa guide covers visas and the ID card. Some banks let you start the account opening with your Emirates ID application receipt, but this depends on the bank.

Document Notes
Passport with residence visa Original, with enough validity left
Emirates ID Original; the bank verifies it in real time
Salary certificate or employment contract Emirates Islamic asks for a certificate dated within the last 3 months
Address details and source of funds For large deposits the bank may ask for extra documents, such as Chinese bank statements

What if you don’t have residence yet? Mashreq’s On Arrival account is open to visitors aged 18 or over whose visit visa has at least 7 days of validity left. You only need your passport and visa, and there is no minimum balance. The catch is that it comes with a digital debit card only, with daily limits of AED 5,000 each for cash withdrawals and purchases. It is closed after 180 days at most, or earlier when you leave the country or become a resident, and it cannot make international transfers. Emirates NBD’s KFS shows that its savings accounts are also open to non-residents.

Choosing a bank: local banks and Chinese banks

Most Chinese residents use one of four large local banks: Emirates NBD (ENBD), First Abu Dhabi Bank (FAB), Abu Dhabi Commercial Bank (ADCB) and Mashreq. All four offer mobile apps, debit cards and salary accounts. Several Chinese banks also operate in the UAE. ICBC’s Abu Dhabi branch holds a CBUAE wholesale banking licence. Its Dubai branch sits in the Dubai International Financial Centre (DIFC) and is regulated by the Dubai Financial Services Authority. Bank of China Middle East (Dubai) opened in 2013, and its official announcement says it serves traders and multinational companies. We found no official statement that any of these Chinese entities opens accounts for ordinary individuals. For an everyday account, whether you are a worker or a student, a local bank is the practical choice. Businesses can ask the Chinese banks separately.

As of October 2026:

  • Mashreq Neo: requires a total daily balance of AED 3,000 (about CNY 5,466) across the relationship, or a monthly salary transfer above AED 5,000.
  • ENBD Classic: charges AED 26.25 a month (about CNY 48, VAT included) if the monthly average balance falls below AED 3,000. Salary accounts are exempt.

In May 2025 several banks planned to raise the threshold to AED 5,000. Media reports say the central bank then told them to put the change on hold. Fees can change at any time, so go by the KFS in force on the day you open the account.

Salary accounts, WPS and Universal Accounts

Private-sector employers must pay wages every month through the Wages Protection System (WPS). The money moves through approved banks, financial institutions and exchange houses. The MOHRE page on WPS lists the CBUAE as a strategic partner. Our UAE work guide covers job hunting and employment contracts.

For residents earning AED 5,000 a month or less (about CNY 9,110), the CBUAE has promoted the Universal Account since January 2026. ADCB’s version works like this:

  • no minimum balance;
  • a monthly fee of AED 2;
  • 4 free deposits and 4 free withdrawals a month at ADCB’s own ATMs;
  • your salary must be paid through WPS;
  • you cannot hold any other current or savings account in the UAE.

Sending money home: banks, exchange houses and fintech

  1. Compare channelsBank wire, licensed exchange house or regulated app
  2. Check recipient detailsName, card number or SWIFT code
  3. Confirm the total costFX spread plus fees, so look at the RMB amount received
  4. Keep recordsReceipts and payslips, in case your Chinese bank asks about the source of funds

In May 2025 Al Ansari Exchange and UnionPay International launched a real-time remittance service that credits renminbi straight to the recipient’s UnionPay card, with the exchange rate locked in up front. Bank wires suit large amounts. Exchange houses have many branches and transfers arrive quickly. Our UAE renting guide covers rent and other everyday costs. For buying and selling foreign currency in China, see our guide to forex when leaving China. When you buy foreign currency in China, you must state its purpose truthfully.

Local transfers: Aani instant payments

Al Etihad Payments, a CBUAE subsidiary, launched Aani in October 2023. You can send money using just a mobile number, at any hour, and the app also supports payment requests, bill splitting and QR-code payments. According to a CBUAE statement from April 2026, Aani has more than 12.5 million registered users. A transfer takes no more than 3 seconds on average, and 74 licensed financial institutions are connected.

Cash declaration, deposit protection and complaints

According to the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), travellers entering or leaving the UAE must declare cash, or the equivalent in negotiable financial instruments, precious metals and stones, worth more than AED 60,000 (about CNY 109,000). The declaration is made through the Afseh website or app. Amounts carried by travellers under 18 count towards the total of the adult family member travelling with them.

We found no published deposit insurance scheme with a fixed payout limit, like China’s deposit insurance, on the CBUAE website. Spreading larger savings across more than one bank is sensible. If you have a dispute with a bank, use the bank’s internal complaints process first. If that does not resolve it, you can complain free of charge to Sanadak, the ombudsman unit set up by the central bank.

Fraud and gambling warnings

The Chinese Consulate General in Dubai warns that scammers often pose as embassy or consulate staff. They claim there is a problem with your documents or that you are suspected of a crime, then push you to share bank card details and transfer money. The embassy and consulates never ask for bank account details or transfers. If a call seems suspicious, hang up and check through other channels. If you are defrauded in the UAE, call the police on 999. Never rent out or lend your bank account, and never receive payments on someone else’s behalf.

The UAE’s federal Penal Code broadly prohibits gambling, and players can face imprisonment or fines. The General Commercial Gaming Regulatory Authority (GCGRA) has licensed the national lottery. It has also granted the first commercial gaming licence to Wynn’s Al Marjan Island resort in Ras Al Khaimah, which is scheduled to open in 2027. Online gambling outside licensed operators is illegal, and banks may decline or freeze card transactions to such sites. For details, see our guide to UAE gambling law (for readers aged 18 and over). Article 303 of China’s Criminal Law defines the offences of gambling (gathering people to gamble, or gambling as a profession, for profit) and running a casino, and since 1 March 2021 organising PRC citizens to gamble abroad has been a separate offence. SAFE’s personal FX purchase application form also states that purchased foreign currency may not be used for gambling or other illegal activities. FAQ

Can I open a bank account in the UAE without a work visa?

An ordinary personal account usually requires a residence visa and an Emirates ID. Visitors can look at short-term accounts such as Mashreq On Arrival, but these have limited features and cannot send money abroad.

What is the minimum balance at UAE banks?

There is no single national rule. As of October 2026, typical thresholds are AED 3,000 to AED 5,000, usually waived if your salary is paid into the account. Residents earning AED 5,000 a month or less can apply for a Universal Account with no minimum balance.

How do I send money from the UAE to China?

Use a bank wire, a licensed exchange house such as Al Ansari, or a regulated fintech app. Compare the amount of RMB that actually arrives rather than the headline fee, and keep your payslips and transfer receipts.

Can I open a personal account with a Chinese bank in the UAE?

The official descriptions of ICBC and Bank of China in the UAE focus on wholesale and corporate banking. We found no statement about personal accounts for ordinary customers, so ask a branch directly. For comparison with another country, see our Singapore banking guide, or go back to the UAE overview.
